Shipping Operations: Ship-To Location Details only open from Delivery tab, not from Details tab

in Order Management - EBS (MOSC) Question

When I am on the Delivery tab and click on the Ship-To address, the Location Details window opens correctly (Address, Postal Code, Country, etc.).
However, when I switch to the Details tab and click on the Ship-To field there, nothing happens. No popup, no error message.

Is this expected standard behavior in the Shipping Operations?
Or is this a known issue / bug where the Ship-To Location Details window is only callable from the Delivery tab but not from the Details tab?

If anyone has encountered this behavior before, or knows whether Oracle has confirmed this as standard or has provided a fix/patch, I would appreciate any insights.
