Does JDE E1 WMS Carton Recommendation works only for Single Phase movements?

When Carton Recommendations are enabled for picking with 2 phase movements, even 2 phase movement records are treated as additional line and carton is filled by items in 2 Phase lines. So is this working as designed. Do we have any bug fixes or configurations to make this work for 2 Phase movements.
