Tax Update 25D - W2 Processing - Problem with PYW225N_SM Batch Sizing not working

Our payroll team is testing W2 processing and even though they have configured the BI Publisher tax form options correctly to use PYW225N_SM and set a batch size of 1000 for the PDFs (same settings we use every single year - we print a form for every employee), it is just giving them one huge PDF. It is ignoring the batch size of 1000.

I found this message in their log:

I looked at the report definition and found this field empty:

I looked back at past years and found this field was always set to BATCH_ID.

Could this be the cause of the problem? Does this bursting setting affect batch sizing? Otherwise we have NO idea what to "fix".
