Employer match not calculating on the Section 603 Roth Rollover

We are on PeopleSoft, on premise, with PUM 53. We have setup the section 603 roth rollover and it is rolling the employee's contribution to the roth plan as designed. However, the employer match is not calculating on the amount spilling over to Roth. The Roth plan is not new and it is calculating employer match on employees who are enrolled into the Roth plan. Any suggestions on where we may have missed a step?
