Affordable Care Act (ACA) BI PUBLISHER applied 38490824 but NO XML files

Hello, For some reason I am unable to access the BI PUBLISHER xml files for these patches. Is this the patch

38490824and 38490839 that delivers the xml files? The patch has been applied 38490824.
