Clarify Function of Add Default State/Local Withholding within Calc Card – NOT ON USOPTE

Scenario
Within the Tax Withholding calculation card, when an employee lives in Michigan and works from home (WFH) but is assigned to an Ohio work location, our business expects that Ohio state and local tax components should appear on the calculation card—even if the employee is 100% WFH and no Ohio taxes are actually charged.

Business Expectation

• The components for Ohio should be present on the calculation card for historical and compliance purposes, even if they are not actively calculating tax.
• When we select Add Default State and Local Withholding, the system should auto-populate all relevant components (work state, locals, and resident state).
