Blank Database Parameters Screen when update from 25.1 to 25.12 in DEV environment

Hi ,

Trying to update installation of IP25.1 version to IP25.11 version. Chose the initial setup path and then click next, chose the default log location and when click the next screen Database Parameters screen is blank without any fields. On click of next system is throwing to fill mandatory fields like BaseLanguage,ODBC DataSource, Index Table Space etc.. in Database Parameters screen,
