Fluid ePro Requisition Mass Change Action Missing on Checkout Page

We're starting our process of moving from classic to fluid ePro and stuck on trying to get the mass change action item to show up on the checkout page. We were able to activate the Add to Favorites, Add to Template, and Delete via Manage Related Content, but cannot figure out how to activate the mass change action. Any ideas would be greatly appreciated. We're on PUM 53.
