How to enable Bulkload for BPA Lines for NON Super User?

The Upload function for BPA Lines in Buyer Work Center is currently only possible for the Purchasing Super User. Is it possible to enable this feature for normal User responsibility? Which function do I need to add to the Responsibility Menu or is it a role?
