CSR-5019 CRS is only starting up 1 node at a time

in Database - RAC/Scalability (MOSC) Question

ENV:

2 node Oracle 19c RAC with Patch 37641958 (GI Release Update 19.27.0.0.250415) on AIX 7.2

ISSUE:

CRS is only starting up 1 node at a time.
If node 1 is started first, it can be started up but node 2 fails. Vice versa, if node 2 is started first, it can be started up but node 1 fails.

The following error in node 2 when it failed to start up.
