when I try to apply 38412437 patch to oms home 13.5 I am getting the following error:

NApply restored the home. Please check your ORACLE_HOME to make sure:

  • files are restored properly.
  • binaries are re-linked correctly.
    (use restore.[sh,bat] and make.txt (Unix only) as a reference. They are located under
    "/apps/oracle/product/13.5/oms/.patch_storage/NApply/2026-01-12_11-10-33AM"

UtilSession failed: ApplySession failed in system modification phase... 'ApplySession::apply failed: oracle.glcm.opatch.common.api.install.HomeOperationsException: A failure occurred while processing patch: 38412437'
