Is it possible to set up a General Deduction to adjust hours and amount on a Special Accumulator

Hello,

Is it possible to set up a General Deduction which would adjust hours and amount on a special accumulator? Our goal is to set up leave without pay recoveries as a payment plan. At present, these recoveries are keyed in Additional Pay, but the amounts are determined manually by payroll. We would like to instead configure things so that arrears are handled, and priorities are handled with regard to other recoveries. To meet this requirement I am trying to set up the recovery as a general deduction. The limitation I am running into is that
