PO Approval Routes with 3 people

We had a PO Approval Level Revisions (P43008) with two people

$100,000 - Person 1

$500,000 - Person 2

This allowed Person 1 to enter any POs under $100,000 and not require the approval of Person 2.

A new person arrived making routing as such

$20,000 - Person 3

$100,000 - Person 1

$500,000 - Person 2

Now, any PO Person 1 enteres under $100,000 requires the approval of Person 2 (A1 Hold Code). This also occurs for old POs that are changed by Person 1 under the new Approval Route, but with total PO amount remaining under $100,000.

However, according to the Implementation Guide Approval Route Creation it seems like even with 3 people, if it is under the ALIM Approval Limit, it should not require a higher approvers approval.
