Dashboard Top 10's - what's the judgement criteria?

Oracle Primavera Cloud dashboards and user created charts

While working through dashboards I've stumbled on premade dashboards for "Top 10 risks, activities, etc…" and when creating custom charts the options show the ability to limit entries to the "Top #" and allow the user to specify a number to include in the chart.  The criteria for what makes that "Top #" is not indicated.  I asked this question working through a related SR, and didn't get a full answer, so I'm coming here. How can OPC possibly provide a "top" list of anything without also providing the definition of how it's picking who's the prettiest?  I also
