Query Manager - Drilling URL - Attachment URL - View Expense Receipts not working

Hello, I'm trying to build a query that has a drilling url that points to uploaded receipt attachments on expense reports. Ideally, I will map the drilling url to the line number of the expense report and each line's attached receipt will load upon clicking the link. I thought I had it mapped correctly but I'm seeing some permission issues it looks like. I asked around my organization and I don't believe we know which permissions to adjust. Does anyone have any experience accomplishing a similar thing with attachment url in queries? I want the query to easily allow auditors
