25.12 Integration Workspace Fails - DataExp Crashes

Hi Support,

Posting this here since we had not seen this issue ever before with Siebel. For one of our customers we have patched 25.12. The patch and post DB both ran just fine. We hit a problem while attempting to create and integration workspace in order to run RepositoryUpgrade.exe.

Right after we got the message that creating and integration workspace will take longer since seed data needed to be copied we got another message that there was an error coping seed data. At first we did not know what was going on since the the Siebel/bin directory the dataexp file was created but totally empty yet the dataimp file looked normal and has the expected output.
