How to create new records in EMAIL NOW ADMIN using REST API

I would like to confirm whether it is possible to automate the creation of rules in the Email NOW Admin screen by leveraging Siebel REST API. The objective is to avoid logging into the Siebel interface and manually configuring these rules. Instead, I would like to directly execute the API with the required JSON payload to create or update rules programmatically.

Could you please advise on the feasibility of this approach, and share the appropriate endpoint details, JSON schema, and any prerequisites (such as authentication or permissions) that need to be considered?
