Anybody else having problems building HCM PUM54 using NativeOS on Windows2022?

I cannot get my PUMs to build. It's failing on the Starting PeopleSoft Domains step and I believe it's due to the Windows services. I've already implemented the registry fix documented in this KB:

I have upped the registry value from 80,000ms to 160,000ms and now 360,000ms. Anybody else in the same situation? This is happening across PUMs in two different regions. And yes, I've already logged an SR.
