Is the overlay patch 38641793 mandatory for ALL database after applying the RU19.30?

I have a database enterprise edition 19.30 running under RedHat linux 9

The combo patch for database enterprise edition Patch 38658587: COMBO OF OJVM COMPONENT 19.30.0.0.260120 + DB RU 19.30.0.0.260120 has been re-relased as of yesterday.

I have already patch my test databases and I'm getting ready for the production ones. I do not run RAC environments but single instances. The documentation is confusing to me as I have read that it is for RAC environments but when I go to the Enterprise Manager documentation for the Holistic Patch, there is the following line:

"If Database Release Update 19.30.0.0.0 Patch 38632161 is applied to Repository Database of Enterprise Manager, then it is mandatory to apply overlay one-off
