19.30 Re-Release Patch | Do we still need to apply the one-off patch 38854064?

Reviewing KB867473.

We are running 19.29 RU. Started to apply 19.30 when released in Lab environments. We have rolled them back.

The question that I am not 100% clear on is if we move forward with the Re-Release of 19.30, do we also need to apply the one-off patch 38854064?

I can interpret KB867473 both ways. That I don't need patch 38854064 and that I do need it.
