Send notification on workflow record creation
The admin guide seems to suggest that you can set up a notification specifically for a workflow BP (bottom screenshot, https://docs.oracle.com/cd/G18097_01/English/admin/admin_modules/74419.htm).
Adding a user or group here and nothing else does not automatically notify them of the record being created, and there are no checkbox options for record creation (first screenshot). There's no setting in email preferences that would turn this on/off like a non-workflow BP. Setting up a workflow to automatically Cc is problematic because we need the user to be able to Cc others. "Preassigned and Allow Add Cc" also allows the user to remove the Preassigned Cc, somewhat defeating the point. Preassigned only, then turning on Allow Add Cc separately is not helpful because the average user is
