Create-prepatch report fails with DCS-10200:Specified version: 19.29.0.0.0 is invalid

ODA recently reimaged to 19.29. For specific reasons installed database home 19.21, to be updated later to 19.29. Status at this moment:

DB patch downloaded and update-repository, the usual stuff.
However, create-prepatch fails:
