Should there be a copy 1 for W-2GU

Recently it came to our attention that there was not a copy 1 created for our Guam Employee, should there be one? I seen that we have always just had a copy B and C. We sent the copy B to the department of taxation as we always do. This year we received a letter for penalties due to, we sent a copy with a masked SS# in error. We were just wondering if we somehow missed creating the copy 1 in our system. Our year end form options is PYW2GU25S_EE, Template ID is PYW2GU25S_EE_1
