Peoplesoft HCM PI 54 download problem

I found the latest product update #54 for HCM/HR as Patch # 38706868. I'm interested in getting the Windows x64 Native OS ZIP file. There is a total of 11 ZIP files for this PUM image, and I could download all but 1 of them. Specifically, HCM-920-UPD-054-WIN_9of11.zip reports something to the effect of "Try again later." I've tried several times over the span of an hour, with no joy.

Is anyone else having a similar problem? Why that one file? Does anyone know anything about this?
