2026 legislative patch

Oracle EBS 12.2.13

We are trying to apply the latest patch for 2026/27 start of year Legislative patch 38832228:R12>PAY.C

We have all the listed prerequisites installed, however the legislative patch is failing with the following error

The following Oracle Forms objects did not generate successfully:

ssp forms/US SSPWSMED.fmx
ssp forms/US SSPWSMAT.fmx

When checking the worker log files, the error seems to be related to the Neonatal absence form

Compilation error on package body SNCP_DETAILS:
PL/SQL ERROR 302 at line 106, column 18
component 'GET_NEONATAL_ID_SEQ' must be declared
PL/SQL ERROR 0 at line 106, column 5
