Is there any documentation on signing up as a new Oracle Support User?

Hello,
I hate to ask here but is there a document for a new to 'oracle support' user to follow since the portal upgrade last December?
Everything I can find shows old screen shots of how it used to be when signing up for a new user.
What the new user is experiencing doesn't make any sense to me so I'm hoping there's new documentation.
I'm attaching screen shots of what he's experiencing so far.
