PA state taxable wages

We've noticed our Pennsylvania state withholding is adding in our 403b ROTH and 403B after tax deduction twice. Could there be something wrong with the deduction set up? Has anyone else seen this?

Example: Box 1 = 5000.00 ; 403b Aftertax = 500; Box 16 PA wages = 5500.00

If there are no pretax deductions to account for shouldn't the boxes match?
