"No preferred email address was found for Empl ID XXXX (2000, 778)" in PY_W4_EE transaction

Hello, after running the PY_W4_EE transaction (Payroll for North America > U.S. Annual Processing > Year-End/New Year Preparation > Determine W-4 Exempt Renewal), the output only shows the message "No preferred email address was found for Empl ID XXXX (2000, 778)". What record/table shows that this preferred email address is not found?

Also, my understanding is that this PY_W4_EE updates the radio button for "w-4 processing status" from “none” to “notification sent” in the "Update Employee Tax Data" transaction. Why doesn't the report provide the list of EE's that were updated in this manner? Is there a report that does show this? Thanks.
