Work Center sent message for Pre-Payroll R07200 to the wrong person

The Pre-Payroll R07200 work center message went to the wrong recipient. This started today. I checked for any role changes (security history) for both users and there is no change going back to January. Why would this happen all of a sudden? Thanks
