Why do you have to finalize a paycycle if it is running as a PSJOB?

If you have the paycycle is set up as a PSJOB what is the purpose of manually having to go in and Finalize it?

Once the job starts running it will go through to completion you have no option to go back and change anything such as doing a reset.
