Concurrent request hangs without process associate to it

After we have migrate to OCI, we are seeing for EBS many concurrent requests we are seeing the request running for long time and when checked, there are no process associate to it and those just seems to be hung. It happens to both oracle seeded request and our custom requests and it seems to happen randomly. Has anyone else seeing this issue in OCI? By the way our EBS is not fusion. Could anyone please advise? As we are not able to find any db details to troubleshoot this issue.
