Is there any option to make a required field optional in PeopleSoft without touching peoplecode

Hello,

We are on PeopleSoft 9.2 Image 55. There is a custom page where a field related to contact phone number is made a required field for user to save the page. User wants to make that field optional instead of required. Can this be achieved without changing peoplecode ? If so, please suggest possible options. Thank you!
