Installed Base - New Transaction Subtype setup

Hi all

i need to setup new transaction subtype for IB, to be linked with transaction Internal Order Receipt
New subtype will trigger owner change, this is set as default subtype for transaction Internal Order Receipt
i followed setup in https://docs.oracle.com/cd/E18727_01/doc.121/e13684.pdf

however when i did Internal Order Receipt, IB is updated and shown it has been received, but owner remains the same
when checked in table csi_transactions, TXN_SUB_TYPE_ID is empty,

my expectation,
1. TXN_SUB_TYPE_ID of the new default subtype i defined should be populated

2. owner change should happen
