Smart Drop-Down and Prompt 'Most Relevant' configurations do not appear to get applied

We are testing the smart prompt and smart drop-down functionality in our dev environment. We are on tools release 8.62.07 and app release HRMS 9.20.00.000.

Under PeopleTools Options we have the default configurations saved. Note that the max most frequent and most recent counts for both prompt and drop-down is set to 3.

When I test the configuration using the Language drop-down in User Profile, any language I select is added to Most Relevant. However, shouldn't the Most Relevant options be limited to 3 options based on the configuration? I'm getting similar results when I test using the user profile permission prompts as well.
