Enabling NLQ in EBS 12.2 - Apex workspaces not showing in drop down when creating function

We have been setting up a demo environment using the following MOS technical paper guidance:

(KB859326) Enabling Natural Language Query of Oracle E-Business Suite Release 12.2, Leveraging Oracle Generative AI

When we get to step 2 in the "Integrating APEX with E-Business Suite" section titled "Define an E-Business Suite Form Function" we have an issue with no APEX Workspaces being listed for selection as shown in the screenshot.

Environment Setup:

EBS Vision Marketplace Image = Oracle-E-Business-Suite-Vision-Image-12.2.15-19C-ECC-V14-OL8-11-07-2025

Oracle Apex 24.2.0 installed on the same EBS Image within the same PDB as EBS.

Oracle ORDS Release 25.4 installed on the same EBS Image.
