How to make DFF "Tooling Kick Off No" mandatory on PO Lines - R12.2.9

Hi All!

Greetings !

The requirement is when the Buyer enters the PO charge account at Distribution level for few accounts the DFF column should mandatory.

Can some one please advise how to make the DFF "Tooling Kick Off No" field as mandatory on PO Lines based on the PO Charge account enters.
