'Customer level contact’ (on Service Contract) cannot be deleted in "QA Hold' status.

We are on Oracle EBS version 12.2.10 and using 'Service Contracts'.
I have found that 'Customer level contact’ (on Service Contract) can be deleted, only when contract is in ‘entered’ status. If contract is in ‘QA hold’ status, ‘delete’ button is not enabled and user(s) can remove contact using ‘Clear Record’ button, which is not saving. They are coming again after opening the same contract. Can 'delete function' (and saving) be enabled for contract in 'QA hold' status, as contract is 'opened for update' and editable.
