Unable to access the receipt

in Inventory Management - EBS (MOSC) Question

We have a receipt that exists in the RCV_SHIPMENT_HEADERStable, but no corresponding records exist in RCV_SHIPMENT_LINES and not available in RCV_TRANSACTIONS_INTERFACE also. We are not able to access the receipt from front end. What can be the reason
