Deduction Calculation Using Age Graded Benefit Rate

Supplemental Life plan; Premium frequency is monthly; Pay frequency is biweekly; Deduction frequency is First and Second Pay Period; Calculation Rule 'Use Age As Of' is set to 'Next Pay End Date'

Our benefit configuration is not resulting in deduction calculation based on rate of new threshold age until the pay period in which the employee's birthday falls. We would have expected the Calculation Rule setting of 'use age as of next pay end date' to mean the next age bracket rate would be used (at least) one pay period ahead of the birthday pay period. Are we misinterpreting this setting or is there something elsewhere in our configuration that I should check?
