oracle DB is on 19c Exadata hosted on OCI and my oracle client and driver is on 12 version

Team,

I am facing sever performance issue and in explain plain I see heavy read to dictionary views such as ALL_OBJECTS, ALL_SYNONYMS .I also checked my oracle DB is on 19c Exadata hosted on OCI and my oracle client and driver is on 12 version. Wether it is compatible in OCI ?

Do you guys think oracle 12c client creating problem in heavy read to dictionary views such as ALL_OBJECTS, ALL_SYNONYMS.
