Oracle SDM and BI publisher registration issue

I'm trying to register the BI publisher with Oracle Communication SDM server on standalone server. Getting the below error message.

Error : Failed to connect to Oracle DB AcmeBIPublisher with user nncentral on server XXXX.Please make sure that the Oracle username, password and service name are correct and that the Oracle database is running. I have attached the screenshot

Where DB is running and Listenser is also running and able to connect the DB as well. Please share if any document/logs to check the error what is cuasing the issue.
