Rebooting an OLVM host causes network restoration every time

Hey,

On one cluster we're facing a new kind of problem where the hosts are stuck for a while (an hour or so) in a loop with the following services starting:

# systemctl list-jobs

JOB UNIT TYPE STATE
1935 ovirt-ha-agent.service start waiting
1939 vdsm-network.service start running
1938 vdsmd.service start waiting
1956 mom-vdsm.service start waiting
1961 libvirt-guests.service start waiting
1964 systemd-update-utmp-runlevel.service start waiting
1795 multi-user.target start waiting

# systemctl status vdsm-network.service
● vdsm-network.service - Virtual Desktop Server Manager network restoration
