eProcurement Fluid Change Tracking using Page and Field Configurator

We are trying to setup ePro Fluid Requisition Change Tracking using page and field configurator and not having much luck. Requisition Change Tracking only captures changes to Requisitions already sourced, we want to capture changes prior to being sourced as well. Any guidance would be appreciated.

We are on PeopleSoft 9.2 through PUM 52, Tools 8.61.08

To note, we do see that Activate Related Content is not available in Map to Portal Registry.
