Why ORA-00060 on INSERT

I need to understand why I'm getting ORA-00060 on INSERT and how to fix it.

I have 2 tables:

EMPLOYEE( —> master (Primary Key="EMP_CODE")

EMP_AVAILABILITY —> detail (Primary Key="EMP_CODE", "COUNTER")

The 2 tables are connected with foreign key(EMP_CODE).

Can someone explain to me why inserting on these 2 tables is causing ORA-00060?

I got the following ORA-00060 error. Below is from trace file:
