New UDF attribute for User entity

I am trying to create a new udf attribute under user entity.
1. Created sandbox
2. Under user entity I added new attribute with unique name - as soon as I click on save, it gave me error 'The attribute test1__c is already exist in the DB,Please undo the sandbox change by export/import' : I gave attribute name as 'test1'
