How to resolve conflicts between Oracle EBS Item/BOM setups and CMRO mandated requirements

Our requirement from Manufacturing Setup is to use "Make" items (Assemblies) with Model Unit effectivity. This item is also being used by CMRO and has Asset Item Type set to Rebuildable. In this scenario we are facing issue that by default the Serial effectivity tab gets defaulted when creating a BOM which is based on expected functionality. We are seeking some input on how to handle this conflict and be able to create unit effective mfg BOMs. This can be done by leaving Asset Item Type Blank (which will enable the Unit effectivity tab on BOM but then went work
