How to produce WCAG compliant report package using Fusion Cloud EPM Narrative Reporting?

In regard to Fusion Cloud EPM Narrative Reporting, I am finding remarkably little documentation or discussion of generating an accessible report package that conforms to WCAG standards. I work as an in-house accessibility consultant for a US state government entity that produces an annual financial report to the Government Finance Officers Association (GFOA). The Department of Justice ruling in 2024 that Title II entities, such as state governments, must conform to WCAG 2.1 level AA for all digital resources means that our Narrative Reporting output must conform to these WCAG standards.
