Disbarred item notification during receiving

If a supplier item is disbarred after it has been entered on the PO and the PO is approved and send to supplier, is it possible that users are notified at the time of receiving not to receive that supplier item? Is there any standard Oracle function or a seeded report that can support this requirement?
