Can I enable site key encryption on a test environment without affecting production?

We have two Enterprise Servers; Production PD and Non-Production DV/PY. They both have there own JDE.INI. The deployment server is the only other that has the JDE.INI. If i create a site key only on the Non-Production server, can that lead to issues with Production or should i not worry since they are technically two separate environments on 2 separate servers.
