Requisition Import failing with "Deliver-to location is invalid" — location flagged as Legal Address

Issue description

When running the Requisition Import program (PO_REQUISITIONS_INTERFACE_ALL), the import fails with the following errors on the deliver-to location column:

DELIVER_TO_LOCATIO    Please enter a valid Deliver to Location
DELIVER_TO_LOCATIO    Deliver-to location is invalid
Cause: You entered a deliver-to location that is invalid for the destination organization.
Action: Enter a valid deliver-to location for the destination organization.

Location setup

 "Egypt - Warehouse". When we query it in the Location form (Setup > Organizations > Locations), the Shipping Details tab shows the following flags are all checked:
